A strike rail could work, but it has the potential to detune the coil. It's also an easy target for arcing to/from the primary, and I've seen people try to add primary strike rails to oneTesla kits in their stock configuration and get bad results.
Your breakout point is pretty long. Have you tried shortening it to 2-3 inches out? You could also give your coil some object on the ground to arc to. Ground strikes draw a lot of current so keep them to a minimum!
Your secondary definitely needs another coat of varnish. Once you get racing arcs along the secondary you've compromised the insulation and the problem will only get worse. You could even patch these spots with a little bit of electrical tape or hot glue. Another trick is to turn the secondary upside-down, as the top half of the secondary is less prone to arcing.
