On page 32 - "Low-power troubleshooting" there is a step that reads:

"Plug an IEC power cord into the AC jack on the board, and plug it into a wall outlet. Nothing should happen. Do the bus capacitors (C15 and C16) get hot?"

That implies that you should plug the board in, and touch the big capacitors to see if they get hot. If yes, the instruction says to unplug the board immediately, which corroborates the above implication.

Now, the metallic tops of these capacitors are quite likely to be connected to the negative side with little resistance, so if someone would follow the instructions and put fingers on both tops at once, he/she might get a nice jolt.
Best to clarify it, i think.

Good observation. That step is a poorly thought-out vestige of instructions the previous revision of the board where we didn't have a fuse, which blows if you put the capacitors in backwards. We're removing it from the manual in the next revision (which should be up shortly).
