OMD Converter (Windows) Not Working

I've downloaded the .exe file, but launching it doesn't do anything. Nor does running it as Administrator.

My version of Windows is:
Edition Windows 10 Home
Version 21H1
Installed on ‎1/‎25/‎2021
OS build 19043.1110
Experience Windows Feature Experience Pack 120.2212.3530.0

Is the software too old for the latest OS, or is there something I need to do?
